How a regional pharmaceutical leader maintained compliance through divestiture without disrupting operations

Divestitures in the life sciences sector introduce more than operational complexity—they create significant risks around data access, regulatory compliance, and long-term quality record retention. When a global healthcare manufacturer transferred ownership of a legacy manufacturing site to a regional pharmaceutical organization, both parties faced a common challenge: how to retain and access historical Quality Management System (QMS) data in a secure, compliant, and audit-ready way after the divestiture was complete.

This transaction required more than a simple data handoff. The receiving organization needed continued access to critical historical quality records, while the divesting organization needed to ensure that only site-specific data was shared without exposing unrelated or restricted information. At the same time, both organizations had to meet strict Transition Services Agreement (TSA) timelines, avoid regulatory risk, and ensure that business operations continued uninterrupted.

The data challenge behind QMS divestitures

Legacy QMS platforms are not designed with divestitures in mind. In this case, direct system migration and cross-network access were not viable options due to security and governance constraints. The receiving organization required a carefully curated subset of historical records relevant only to the acquired site, while the full database contained far more information than could be shared safely or compliantly.

To add further complexity, the project included international elements. Templates, metadata, and labeling existed in multiple languages, requiring additional planning, validation, and quality oversight to ensure accuracy and regulatory readiness across regions. Clear contractual ownership for scripting, execution, security controls, and data delivery also had to be established before any technical work could begin.

A practical archival playbook with archiveIQ®

To solve these challenges, Sikich Innovation LABS implemented its archiveIQ® solution as a secure, long-term archive for historical QMS data. Rather than attempting a full system migration, the project followed a “full copy, then scrub” approach designed to balance compliance, access, and security.

The divesting organization first produced a complete copy of the legacy QMS database. From there, the Sikich implementation team developed and executed vetted SQL scripts to remove all non-site-related records and configurations. This ensured that the resulting database contained only the data the receiving organization was contractually and operationally entitled to receive, nothing more, nothing less.

Once cleansed, the database export was securely transferred and ingested into archiveIQ®. Authorized users could then search, retrieve, and reference historical records on demand, without the burden of maintaining or supporting the original legacy QMS platform.

Compliance, continuity, and confidence post-transaction

The outcome was a compliant, audit-ready solution delivered within TSA timelines. Both organizations successfully completed the archival process without extending transition services, incurring penalties, or disrupting quality operations. Long-term data retention and controlled access provided confidence for future regulatory inspections, while the receiving organization preserved the historical context necessary to sustain ongoing quality processes.
