Understanding when AI models need to be validated for regulated industries

Artificial Intelligence (AI) is rapidly becoming embedded in FDA regulated business processes, from quality event management and change impact analysis to document review, complaint trending, and predictive insights. Validation is no longer a one-time technical exercise. It is about demonstrating that AI-enabled decisions are credible, controlled, and appropriate for their regulatory and quality impact. 

FDA’s core principle: decision risk, not algorithm risk 

FDA expects organizations to answer more fundamental questions: 

  • What decision is AI influencing? 
  • Where is the AI used within the business or quality process? 
  • How dependent is the outcome on the AI’s output? 
  • What is the impact if the AI is wrong? 

When does an AI model require validation or formal assurance? 

An AI model should be considered in scope for validation or formal assurance when its output influences: 

  • Patient safety 
  • Product quality 
  • Regulatory compliance 
  • Batch disposition or release decisions 

Higher Burden: AI as a Sole Decision Maker 

When an AI system is the sole determinant of a GxP relevant outcome, FDA expects a significantly higher level of assurance. In these scenarios, organizations must demonstrate that AI can be trusted without independent verification, a standard that is difficult to meet in most regulated environments. 

Lower Burden: Advisory or Bounded AI 

When AI is used in an advisory capacity within defined boundaries and paired with human review or independent controls, the regulatory burden is lower. However, lower burden does not mean no burden. Organizations must still show that the AI is fit for its intended use, risks are understood and mitigated, and accountability is clearly defined. 

Practical opportunities for regulated organizations 

Organizations adopting AI in regulated environments should prioritize: 

  • AI risk and gap assessments aligned to CSA principles 
  • Process-driven assurance strategies rather than document-heavy validation 
  • Strong data governance and security controls 
  • Integration assurance across connected systems 
  • Targeted, decisionfocused testing scenarios 

These activities not only support compliance but also enable faster, safer AI adoption without over validating low risk use cases.
