Sikich Government Practice Announces Director For Performance Based Strategic Planning
    

Former St. Charles City Administrator to Lead New Service Area

Aurora, IL February 13, 2006:  Frederick G. Lantz, CPA, Sikich Partner and Director of Government Services, announced that Larry W. Maholland joined the firm as Director of Governmental Strategic Planning and Performance Measures.  Maholland, a CPA, is responsible for providing technical services to Sikich government clients in all areas of performance measures and performance-based strategic planning, including process design, training, surveys, and Balanced Scorecard development and implementation.

Maholland is the former City Administrator of the City of St. Charles, Illinois, where his leadership helped establish the first St. Charles Business Plan that resulted from the performance-based strategic planning process he implemented. Prior to becoming City Administrator, he served as the Director of Finance and Administrative Services for St. Charles, Director of Finance for the Village of Streamwood, and Business and Revenue Facilities Manager for the Arlington Heights Park District. Maholland is a frequent speaker on various aspects of performance measurement having presented to national and international conferences. He has also published various articles on public sector strategic planning, performance management and the Balanced Scorecard Approach. 

Maholland holds degrees in Bachelor of Science in Business Administration, Illinois State University; Master of Business Administration, Keller Graduate School of Management; and Master of Public Administration, Northern Illinois University. Notable among his specialized training and certifications are the Program for Senior Executives in State and Local Government, John F. Kennedy School of Government, Harvard University and The Balanced Scorecard Institute, Developing Meaningful Measures for Government. Maholland resides in St. Charles, IL.
